The large rural county where I live has a 30 m.p.h. speed limit in every village, whether it needs it or not. These limits often stretch far beyond the village, onto roads that can be clear, straight and unobstructed by any house or driveway. Consequently the limits are widely ignored and rarely enforced. The other week I went to a meeting of a local action group who are campaigning for a bypass on one of our major trunk-roads. We were addressed by a representative of the county police, and during his long speech he let slip that "We can't possibly enforce every 30 m.p.h. speed limit every day, so we have to adopt a grading system ...". In other words, an individual policeman makes a decision whether each speed limit is worth enforcing. Presumably the places that have had no accidents are neglected so they can concentrate on the accident black-spots. So ... the county council imposes loads of speed limits that may or may not be necessary, and then some plod behind a desk decides which ones he likes and which are a waste of time. There has to be a better way than this. They might as well make driving illegal, and then the police can arrest anyone they damn well please.
